Bid Specifications for Garbage Collection and Disposal

 

Sealed Bids for Garbage and Disposal (8 YARD DUMPSTERS) for Pike County Schools will be received by Pike County Board of Education, 101 W. Love Street, Troy, Alabama 36081, until 2:00 PM on July 6, 2020.  At that time the bids will be publicly opened and read.  Envelopes must be sealed and marked:

The Pike County Board of Education requests a firm bid for 8 yard dumpsters for a specified bid period starting August 1, 2020 through July 31, 2025  

 

The Pike County Board of Education shall have and reserves the option to establish a five-year agreement in one-year increments, with an option to renew this agreement.  All Successive agreements to the first year must have written approval of both the Board and the vendor.  If State Law or State Department directs a lesser amount of time for contract expansion, this decision will prevail.

 

The bid will be awarded to the vendor in accordance with Exhibit A. The award will be graded as described below.

 

Garbage must be picked up at each location two days per week with the first day being Wednesday and the second pick-up being Friday.  There shall be no pick-ups/dumping before 1:45 PM on Fridays.  No garbage is to be left in the lunchroom containers over the weekends.

 

NOTE:  Fees for dumpsters not dumped will be deducted from the invoice as service not provided.  The Pike County Board of Education reserves the right to not pay for services not performed.

 

Each School location must be billed separately.  Lunchrooms are to be billed separately for each school.  All charges such as hauling fees, landfill fees, etc. are to be billed separately.  Billing must show days, campus, and containers picked up for each bidding cycle.

 

No pick-up will be billed for lunchrooms during intercession weeks, Christmas holidays, Spring Break or summer months (refer to school calendar).  Vendor will be notified regarding summer pick-up if the Summer Feeding Program is held at certain locations.

 

Additional dumpsters may be added in the future at additional locations as needed, on a temporarily or permanently basis.

 

Contract requires scheduled pick-ups.  Should containers not be emptied on days and time specified, the Pike County Board of Education will deduct from invoice.  Should contract schedule not be met, the Pike County Board of Education reserves the right to cancel the contract and to award the contact to another service provider.

 

State all charges for extra dumping/pick-ups per unit (i.e. 8 yard dumpsters).

 

State any and all additional costs.  No landfill fee/costs, fuel add-on, surcharges, container lease/rent, or additional costs of any nature will be allowed after bid is accepted.

 

All invoices must be clearly marked “lunchroom” or “school”, day of week, and container marker.  All invoices must be in the Pike County Board of Education Central Office by the tenth of the month.

 

Placement of dumpsters is to be coordination with Mr. Mike Johnson, Chief of Maintenance and Transportation, 334 268-2634

BID BOND:  A bid bond is required by Code of Alabama 1975, Section 41-16-50 (cd).  Each bid must be accompanied by a bid bond or a certified cashier’s check in the amount of 5% of the total bid amount made payable to the Pike County Board of Education as a bid deposit which will be forfeited if the bid is accepted and the bidder does not complete the transaction.  Any bid submitted without such a check or bid bond will not be considered.  Unsuccessful bidder’s check will be returned promptly following the award.  The bond of the successful bidder will be returned upon our receipt and satisfaction with the service.

The Pike County Board of Education reserves the right to reject any and all bids.

Evaluation of the bids, using the following criteria, will be presented to the Board, at a later date, for approval and award.

 

 

The Pike County Board evaluation team will evaluate each bid and grade each bid in accordance with the following criteria and scale to determine the contract winner.  The board reserves the right to refuse any and all bids for lack of funding and any other reason deemed necessary by the Board.
